Beginning in 2014, your Silverado Residents Association (SRA) began the process of implementing responsible corporate governance and embarked on a plan of correcting the maintenance deficit that had accrued over years of mismanagement. The greenspaces and other amenities were a source of constant complaints as they were not maintained in a manner that has been acceptable by any measure. The previous maintenance contract expires in spring of 2016 and the SRA has conducted due diligence in sourcing a new service provider.
The contract for landscape maintenance was put out to tender and received three estimates based on the scope of work as defined by the SRA. Requested quotes from several other firms were also made and no further estimates were received. The Board of Directors, after much consideration, chose Estates Yard Care (EYC) to award the landscape maintenance contract to. EYC was neither the most expensive nor the least, and based on the range of estimates received, the EYC contract represents a fair market value contract for the level of service the community needs and expects. Further to that, EYC was given an area to demonstrate the quality of their work, competency and service and they greatly exceeded all expectations. With the contracting of EYC for the landscape maintenance the SRA have also secured price certainty for the next five years. This fits in with the long term objectives of the SRA to rehabilitate all the green spaces and beddings over the coming years.
An accredited arborist (Tree Aid Inc.) has been hired and has already begun the work of planting new trees, removing dead and dying ones and tending to those that were damaged in last year’s September snow storm. The original plantings in beds were done in a haphazard manner, Silverado has several different types of soil in the various quadrants of the community which require different types of plants to be successful.
In addition to removing plants which have been struggling, the SRA is also moving away from the use of mulch in all beds, a significant recurring expense, that needs replacing as it degrades; and have begun planting low ground cover plants which are suited for the soil that will eventually be a natural weed barrier, reducing the amount of labour needed to maintain the beds and eliminate the recurring costs of mulch in the future. The SRA continues working toward the long term objectives of enhanced livability, and desirability of the community, which in turn enhances the value of all homes.
As of May 1, 2016, when the former contract is due to expire, the entire landscaping & snow removal contract will be under the new contractor, Estates Yard Care. The SRA is looking forward to seeing very positive results from this company in the coming year. The contract is much larger, and not only includes more services, but also encompasses more areas that have now been turned over to the SRA by the Developers. Please see the attached, colour-coded map. All areas in red are now being maintained by the SRA.
The SRA believes all residents will see a marked improvement, not only in the appearance of our green spaces, but also in the level of ongoing care. The 2016 fees are a reflection of the true market costs to responsibly and effectively administer the shared lands, all homeowners share ownership in, within our community.
The 2016 Silverado Residents Association fee, in accordance with the increase in services aforementioned, is $210.00 for all residential and multi-residential homes in Silverado. A copy of your invoice is enclosed and your 2016 fee is due January 1, 2016. Please see below for payment options.

If payment is not received in our office by January 31, 2016, you will be charged interest at a rate of 18% per annum, as per the Encumbrance that is attached to all homes in Silverado.
You may now pay your fees online through Simco Management’s website, effective December 16, 2015! Simco’s website is: simcomanagement.ca. Once you are at the home page of the website, at the top will be a tab labelled “Payments”. Select this tab and complete the required fields. You will be able to pay by Visa, Mastercard or Visa Debit.
